Debbie Hamilton, CMC, is the Senior City Recorder, Community Relations & Administrative Services Director, as well as the Social Media Director. She is also the current State President for Oregon Assn. of Municipal Recorders.
Hamilton has been with the City since October 1993, working her way up from Utility Billing Clerk, to Deputy City Recorder in 2001 through June of 2013 when she was again promoted to City Recorder & Human Resource Manager. In July of 2017 she was again promoted to Senior City Recorder, Community Relations & Administrative Services Director. She distributes information, as received, by social media, which includes FaceBook, Twitter, the City's website and Instagram. Council wanted her as the liaison between the City and the public, to get the information out and be the "go to" person. Hamilton has visited with the Sutherlin Lions, and Sutherlin Chamber morning Businesses Breakfast meetings and Sutherlin Downtown Development Inc. as her schedule allows. Hamilton is a member of the Oregon Assn. of Municipal Recorders, as well as the International Institute of Municipal Clerks joining both in 2001. She's earned the designation of Certified Municipal Clerk after attending Professional Development Classes in Washington. Both organizations provide ongoing training for the municipal clerk positions. She has been an active participant in OAMR, such as being Region Director, Chairing many of the Committee's, and has now been in a four year commitment starting out as 2nd Vice President, in 2015, 1st Vice President in 2016 and just recently sworn in as President of OAMR at their conference in late September. Her year as President will include travel to Alaska, California and Washington to their annual conferences to represent Oregon OAMR. In May, she will travel to Virginia to attend the International Institute of Municipal Clerk to again, represent Oregon OAMR. This has been an amazing opportunity for Hamilton who has had the full support of her City Manager and Staff.
Hamilton oversees the Finance Department, which includes two accounting technicians and one Admin Support Specialist that also shares time in Community Development. This department includes payroll, utility billing, maintenance, and collections, accounts payables and receivables, receiving court fine payments, as well as other city fees.
